Centre Africain d'Etudes Olympiques (CAEO)
Presentation
In accordance with the decisions of the AANOA General Assemblies held in Bamako in 2016 concerning the creation of the African Center for Olympic Studies (CAEO) and that held in Tunis in 2017 concerning its installation in Yaoundé, Cameroon, the following texts were signed as a first step:
- The welcoming protocol of the CAEO in Yaoundé, Cameroon with Mr. Hamad KALKAMA MLBOUM, President of the Cameroon Olympic and Sports Committee (January 2017).
- Headquarters agreement with the Government of the Republic of Cameroon represented by the Minister of External Affairs (December 2017)
- Framework partnership agreement with Cameroon's Minister of Higher Education to set up and develop the CAEO in the Republic of Cameroon's university environment (December 2017)
- Partnership Agreement with the Minister of Sports and Physical Education setting out the terms and conditions of the State of Cameroon's financial support for the CAEO (July 4, 2019)
In the second stage, the first meeting of the WAC Board of Directors was held on March 13, 2018 in Yaoundé and was chaired by the President of AANOA, Chairman of the WAC Board of Directors, in the presence of, among others, Messrs Ahmed HASHIM, Secretary General of ANOCA and Hamad KALKABA MALBOUM, President of CNOSC and members of the AANOA Board of Directors.
The Board adopted the internal regulations and procedural documents governing the management of the CAEO, while those relating to personnel management and salaries will be adopted at a later date by the Board of Directors. The Board approved the appointment of Professor Jean Tabi Manga to the position of Managing Director of the Centre. His remuneration and benefits will be determined at a later date by the Board of Directors and will be charged to the Centre's budget.
To enable the center to get up and running, the Board has appointed three (3) of its managers, whose terms and conditions of recruitment will be set out in an employment contract to be adopted by the Center's Board of Directors at a later date.
The 2nd session of the CAEO Board of Directors was scheduled for autumn 2019 in Yaoundé and March 2020 in Bamako, before being postponed twice at the request of the Cameroonian side, which expressed its preference to convene the Board later in Yaoundé. This second session was held on March 10, 2022.
In addition, ANOCA President Mustapha BERRAF has appointed Gilles Gilbert GRESENGUET, President of the CNOS de Centrafrique and Chairman of the ANOCA Culture and Education Commission, as ANOCA's representative on the WAC Board of Directors.
Under the high patronage of His Excellency Mr. Philamon Yang, Prime Minister Head of Government of Cameroon , the CAEO headquarters, consisting of a 3-storey building, located in a residential area of Yaoundé, was inaugurated on March 15, 2018 by Mr. Ahmed HASHIM, Secretary General of ANOCA, mandated by Mr. Mustapha Berraf, President of ANOCA to preside over the AANOA events in Cameroon. Mr. Konstantinos GEORGIADIS, Dean of the International Olympic Academy (IOA) also took part.
CAEO's activities and constraints will be presented at a later date.
June 24, 2023 resolution
As part of the optimization of the operations of the African Center for Olympic Studies, created by the Association of National Olympic Academies of Africa (AANOA) and based in Yaoundé, Cameroon, with the support of the Association of National Olympic Committees of Africa (ANOCA), and following the orientation adopted by the Cameroon National Olympic and Sports Committee (CNOSC), ANOCA adopted at its Evaluative Ordinary General Assembly held in Hammamet, Tunisia, from June 23 to 26, 2023, the following resolution which places the Centre directly under the supervision of ANOCA:
